DLC files must be placed within the Content folder on your HDD or USB. The pathing is tied to Skyrim's unique : 425307E6 .

: Format a USB to FAT32 , copy the folders, and use XexMenu or Aurora's File Manager to move them to the internal HDD.

For DLC to function correctly, you must have the appropriate Title Update installed.
